Fixed

Previously our customers were faced with the situation when an agent can receive two tickets in a row. The reason was as follows: if the agent's loads are equal Round Robin assigned next ticket randomly.

This update had fixed this issue. From now Round Robin takes time of the last assignment in to account so the next ticket is assigned to the next agent.
